New electric shut off rules are officially posted in Bay City as Bay City Electric Light and Power works to make sure no one is left in the cold this winter.

The changes come after the tragic death of Marvin Schur in January.

The elderly man with dementia failed to pay his utility bills.  When his power was shut off, he then froze to death.

The new rules call for no shut-offs for senior citizens between November 1st and March 31st, or on summer days when temperature forecasts are greater than 95 degrees.  Low-income customers behind on their bills will be able to work out a payment plan. There will also be shut-off protection for the disabled.
